First Appointment, Ministry of Post and Telegraph

After graduating from Galatasaray Sultanisi, Ken'ân Rifâî enrolled in the Faculty of Law but did not continue and instead started his career as a civil servant.

His first place of duty was the Ministry of Post and Telegraph. On November 9, 1888, he was appointed to the Foreign Correspondence Office of the Telegraph and Post Ministry with a salary of one hundred kuruş, and on May 27, 1889, he was appointed as an assistant in the postal department as a clerk and translator with a salary of two hundred and fifty kuruş (BOA: DH.SAİD., 72.405).

After working briefly in the offices of the Sublime Porte, Ken'ân Rifâî began working at the Ministry of Education. Except for this short period at the Sublime Porte, he spent his entire career within the Ministry of Education, serving as a teacher, principal, and inspector.

The State of the Ottoman Empire

The years during which Ken'ân Rifâî served as an educator coincided with a period when education was seen as a vital tool for the unity and survival of the Ottoman Empire. In fact, since the early 19th century, education in the Ottoman Empire had been considered a kind of driving force for social change and reform. The first serious educational initiatives began in the last quarter of the 18th century with Sultan Selim III and gained momentum during the reign of Mahmud II. During this period, the belief that the state would regain its former power through education became widespread and began to influence educational policies. In line with the provisions of the Reform Edict of 1856, a movement in education began among the Ottoman populace. In response, the Ottoman government accelerated modernization efforts, particularly in the field of education. For this purpose, the Ministry of Public Education was established in 1857, and the Education Regulation was issued in 1869. When looking at educational reforms during the reign of Abdulhamid II, it is seen that education was regarded as a key pillar in maintaining political and social unity, especially in the Balkans, and great importance was given to its implementation accordingly.
